Syntax: propaganda <mob>

If used on a planet owned by the user, propaganda will increase the "popular support". If used by a member of another clan(BUG: GLM AND RBH can use propaganda), the popular support level will fall. Popular support determines if a planet can be captured. A clan can take control of a planet if the popular support falls below 0% with the "capture" command (Syntax: capture) unless the planet has been lobbied against the clan attempting to capture.
