Pluto

Pluto, for the most part, is a simple prison colony. The majority of the immensely cold planet did not take to the terraforming that was attempted and remained as lifeless as ever. However the main points at which the terraforming took place did seem very successful, even if the success didn't spread to other parts of the planet. Small bubbles in the atmosphere, some of which hang over both the aptly named "Pluto Prison Colony" and the "Si Mall", create a magnifying and focusing effect upon the sun's rays and pockets of inhabitable warmth form beneath them. It was originally hoped that this warmth would give energy to the micro-organisms releasing the atmospheric gasses responsible for the heat, thusly expanding these bubbles, but progress has yet to be seen.

The prison colony, so far the most successful venture on the planet, is carefully maintained. While it contains a conventional prison for more high-security prisoners who simply require a remote location, most of the prisoners are brought there so as to care for the farms and plantations the prison colony possesses in its pocket of warmth.

The Si mall, the other main establishment on the planet, is a mostly deserted business place usually only drawing the interest of tourists by way of the novelty of visiting the ice planet--or criminals wishing out of the way meeting points for illegal transactions and shady deals.
