Syntax: help VICTORY

During a war, if a clan can settle things peacefully then that is the best
way outside of total war. The MUD calculates how a clan is winning the war
in a variety of ways, which is a not fully known. When the victory is met,
the clan who wins is echoed to the entire MUD and it is logged. Then, the
winning clan's leader and losing clan's leader must come together at a
summit, taking place shortly after the war's over, where the winning clan
may state what they want because of their victory. An Immortal will be
present to observe this and make sure the losing side gives into demands
and also makes sure the winner doesn't get wild with what they want.
